The maintenance and operation of kennels, pet
shops, shelters and pounds shall be subject to such regulations as
the Department of Health and Human Services shall adopt, and the issuance
or renewal of licenses for such establishments shall be subject to
compliance therewith.
No dog kept in a kennel, pet shop, shelter or
pound shall be permitted off such premises except on a leash or in
a crate or under other safe control.
