All elevators within the City of East Orange
shall be inspected by the designee of the Director of the Department
of Property Maintenance and Code Enforcement in accordance with the
New Jersey Statutes and the New Jersey Administrative Code.
A. All operating
and electrical parts and accessory equipment for elevator devices
shall be maintained in good working order and free of hazards.

The following fee schedule for elevator inspections,
payable to the City of East Orange, is hereby established:

A. Horizontally sliding doors shall be provided at each
elevator car entrance. The use of collapsible-type gates to guard
the entrance to elevator cars is expressly prohibited, except as otherwise
provided in this section.
B. The use of control systems capable of receiving floor
calls prior to the establishment of the car gate and hoistway door
contacts or capable of the retaining of more than one floor call subsequent
to the establishment of the car gate and hoistway door contacts, when
used in conjunction with collapsible-type car entrance gates, shall
be prohibited.
C. Collapsible-type gates in presently existing structures
shall be removed and replaced with horizontally sliding doors within
six months of the effective date of this chapter.
D. Elevators within incorporate collapsible-type gates
and which do not conform to the distance allowed from car gate to
hoistway door provided by the code of the American National Standard
Institute A17.1, Rule 204.4, Section 204.4e, entitled "Location" shall
be removed from service immediately, whereupon they shall be made
conformant and returned to service, pending gate replacement.
E. Elevators which incorporate the following systems — accept
calls (inserted by the pressing of car or hall buttons requesting
elevator response) placed without the hoistway door and car gate being
closed; or retain more than one call placed subsequent to the closing
of the hoistway door and gate; and which utilize a collapsing gate
to guard the car entrance — shall be removed from
service immediately and have their control systems altered to conform
to this section and returned to service, pending gate replacement.
