A. 
The owner or owners, occupant or occupants, tenant or tenants of premises abutting or bordering upon any street in the Township of Mantua shall remove all snow and ice from the abutting sidewalks of such streets or, in the case of ice which may be so frozen as to make removal impracticable, shall cause the same to be thoroughly covered with sand, salt or cinders within 24 hours after the same shall fall or be formed thereon; and
B. 
In the case the building is occupied by more than one family or business unit, then the tenant or occupant of the first floor or story thereof is hereby required to remove all snow and ice from such portion of the sidewalks or, in the case of ice which is impracticable to remove, cover the same with sand, salt, or cinders within 24 hours after the same shall be formed or fall thereon, and the sidewalk shall be cleared from snow and ice, creating a clear, open path not less than 36 inches wide.

No person shall throw, place or deposit any snow into or upon any street in the Township of Mantua, it being the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow and ice which accumulated within the private property belonging to such person upon the sidewalks or streets of the Township of Mantua.
In the case such snow or ice shall not be removed from such sidewalks or shall be cast or deposited thereon or placed upon such sidewalks or streets by the owner or owners, tenant or tenants, occupant or occupants of any such premises, the same may be removed forthwith under the direction of the Supervisor of Public Works of the Township of Mantua, and the cost of such removal, as nearly as can be ascertained, shall be certified by the Supervisor of Public Works of the Township of Mantua to the Township Committee of the Township of Mantua. The Township Committee of the Township of Mantua shall examine such certification and, if found to be correct, shall cause such cost to be charged against such real estate so abutting or bordering upon such sidewalks. The amount so charged shall forthwith become a lien and a tax upon such real estate or land, and shall be added to, recorded and collected in the same way and manner as the taxes next to be levied and assessed upon such premises, and shall bear the interest and be enforced and collected by the same officers and in the same manner as other taxes. The imposition and collection of a fine or fines imposed for violations of this article shall not constitute any bar to the right of the Township to collect the cost, as certified, for the removal of such snow and ice in the manner herein authorized.
A. 
Relief from the duties mandated by this article shall be granted to the following individuals:
(1) 
Senior citizens, 62 years of age or older, who certify to the Township Clerk of the Township of Mantua that they are unable to carry out the provisions of this article.
(2) 
Handicapped or disabled persons who certify to the Township Clerk of the Township of Mantua that they are unable to carry out the provisions of this article.
(3) 
Any other person who certifies to the Township Clerk of the Township of Mantua the specific reasons that make him or her unable to carry out the provisions of this article.
B. 
The certification mentioned in Subsection A(1), (2) and (3) above must be executed prior to any alleged violation of this article.
A. 
Any person, entity or corporation who or which violates any provision of this article shall, upon conviction thereof, be punishable by one or more of the following: imprisonment in the county jail or any place provided by the municipality for the detention of prisoners for a term up to but not exceeding 90 days or by a fine of not less than $100 and not more than $2,000 or by a period of community service up to but not exceeding 90 days, or any combination of the above.
B. 
Each day that a violation exists, occurs or continues shall constitute a separate offense for the purpose of imposing the penalties referred to above.
