A.
No person, including a corporation, other than a duly
licensed attorney at law of New Jersey may prepare an application or request
to the Planning Board or in any other manner represent any person or corporation
in connection therewith; provided, however, that nothing contained herein
shall apply to the owner or purchaser of any property concerning which said
application or request is being made if said owner or purchaser is a natural
person.
B.
Any person who violates any provision of this section
shall, upon conviction thereof, be punished by a fine not exceeding $500 or
by imprisonment for a term not exceeding 90 days, or both.
