No person shall operate or permit to be operated
any taxicab upon the streets of the city by any person not the holder
of a valid taxicab driver permit issued under this article.
Application for a taxicab driver permit shall
be made upon forms furnished by the Police Chief or his designee and
shall be sworn to and filed with the Police Department. The application
shall set forth:
A.
If the Police Chief or his designee determines that
the applicant is at least 18 years of age, the holder of a valid state
driver's license, of good character and fit, willing and able to conform
to all of the provisions of this chapter applicable to taxicab drivers
and that the public convenience and necessity will be served by the
issuance of such taxicab driver permit, he shall approve the application
and cause the permit to be issued.
B.
Such permit shall contain the name and address of
the applicant, a photograph of him and such other information as the
Police Chief may deem appropriate.
C.
Should the Chief of Police or his designee find that the applicant
is not fit for an annual taxi permit, he may issue a conditional license,
which will be valid for a period of three months, at which point a
new background check will be conducted. If no violation or improper
conduct is found, the applicant may apply for an annual taxicab driver
permit.

All driver permits shall be issued for the calendar
year and shall expire on December 31 of each year. A permit fee shall
be paid to the Police Department upon the filing of each application
for each year in the amount of $40.
