There is hereby created and established in the Township, pursuant to N.J.S.A. 2A:8-1 et seq., as amended,[1] a municipal court which shall be entitled the "Municipal Court of the Township of Wall."

The Municipal Court shall have a seal which shall bear the impression of the name of the court.
The Municipal Court shall have a Judge who shall be known as the Municipal Judge. He shall be appointed by the Township Committee and shall serve for a term of three years from the date of his appointment and until his successor is appointed and qualified. Any appointment to fill a vacancy caused other than by expiration of term shall be made for the unexpired term only.
The person to be appointed to the position of Municipal Judge shall have such qualifications as required by the statutes of New Jersey and the rules of the Supreme Court of this state.
It shall be the function and obligation of the Municipal Judge to carry out the administration of justice within the Township and manage the operations of the Municipal Court as required by the Statutes of New Jersey and the rules of the Supreme Court of this state.
A. 
There shall be a Municipal Court Administrator who shall serve for a term of three years from the date of his appointment and until his successor is appointed and qualified. He shall perform such functions and duties as are prescribed for him by law, the rules of the courts and the Judge.
B. 
The Judge of a Municipal Court may designate, in writing, an Acting Administrator or Deputy Administrator to serve temporarily for an absent Administrator or Deputy Administrator until the absent Administrator or Deputy Administrator returns or a new Administrator or Deputy Administrator is appointed. The Acting Administrator or Acting Deputy Administrator shall be paid at a rate established by the Judge but not exceeding that established for the Administrator or Deputy Administrator.
C. 
The Administrator and Deputy Administrator shall accept appearances, waivers of trial, pleas of guilty and payments of fines and costs in nonindictable offenses in the Municipal Court and its Violations Bureau subject to the limitations prescribed by the rules of court.
The Municipal Court Administrator shall be considered to be the department head of the Municipal Court for purposes of all benefits, entitlements and regulations of this chapter, including compensatory time provisions.
The salary for Municipal Judge, Court Administrator and Deputy Administrators shall be established by the Annual Salary Ordinance.

A. 
All requests for discovery in matters pending in the Wall Township Municipal Court shall be submitted through the Municipal Prosecutor.
B. 
The following fees shall be payable by the requestor to the Township of Wall for the discovery provided:
(1) 
Seventy-five cents per page for each of the first 10 pages photocopied.
(2) 
Fifty cents per page for each of the next 10 pages photocopied.
(3) 
Twenty-five cents per page for each of the pages photocopied thereafter.
(4) 
Actual postage for any discovery sent by mail.
(5) 
Twenty-five cents for the envelope for any discovery sent by mail.
(6) 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
(7) 
Duplication of videotapes or audiotapes constitutes an extraordinary duplication process and will be charged at the rate of $5 per videotape or audiotape.
(8) 
On any item that cannot be photocopied on the Township copy machine or not otherwise provided for in this schedule, the actual cost incurred in making the copy shall be charged.
C. 
Where the discovery must be obtained from an entity other than the Township of Wall, e.g., another police department, the actual costs paid to the other entity shall be paid by the requestor.
