[Adopted 11-8-1978 as Secs. 3-24.6 through 3-24.9 of the Revised General Ordinances]
As used in this chapter, the following terms shall have the meanings indicated:
ACTIVE MEMBER
Volunteers in a Township fire company or first aid squad who meet the definition of active member or active life member as certified in writing by the chief executive officer of a volunteer fire company or volunteer first aid squad within the Township and who have served at least one year of continuous service in the company or squad and who possess the necessary certifications and/or training required by the said company or squad.
FEES
Those charges established by the Township Committee of the Township of Wall which are fully retained by the Township of Wall as revenue. Specifically excluded is any portion of any fee which is collected by the Township on behalf of another entity including by way of example but not by way of limitation the State of New Jersey, the County of Monmouth, any regional sewerage authority, or any outside vendor.
A. 
All active members of any Township fire company or first aid squad shall be entitled to an exemption from payment of the following:
(1) 
Township fees for marriage licenses;
(2) 
Township fees for dog licenses;
(3) 
Township fees for recreation activities; 50% discount for the spouse and children of an active member of any Township fire company or first aid squad;

(4) 
Township fees for Township training programs;
(5) 
Township certificate of occupancy fees;
(6) 
The Township portion of all Construction Department permit fees for a primary residence owned and occupied by the active volunteer member;

(7) 
The Township land use permit fees for a primary residence owned and occupied by the active volunteer member.

B. 
The foregoing exemptions shall apply only to fees established by the Township Committee which are fully retained by the Township as revenue.
Incentive benefits for active members exclude the following:
A. 
Fees, licenses and permits associated with any for-profit activity.
B. 
Inclusion in programs when the registration is received after maximum registration has been reached.
C. 
Fees and escrows associated with Planning Board and Board of Adjustment site plan and subdivision applications, i.e., engineering fees, legal fees and inspection fees.
D. 
Escrows associated with engineering inspections.
E. 
Posting of performance and maintenance guarantees where required.
F. 
Sewerage authority charges and fees.
A. 
On or about January 31 of each calendar year each fire company and first aid and rescue squad shall submit to the Township Administrator a list of individuals who meet the definition for active member status. Updates shall be provided by the fire companies and first aid squads to the Township Administrator on a periodic basis to add those individuals who have completed their probationary status or to delete individuals who no longer meet the criteria for active member status.
B. 
All active members must comply with all registration procedures and complete all application forms established by the Township for any permit, approval, program or activity.
The Township Administrator or his designee is hereby authorized to enforce the provision of this article.
