The following regulations shall apply in all B-4 Districts. A precise plan shall be submitted to the Planning and Zoning Board by the developer for its approval, and only after obtaining approval may the developer obtain a building permit and proceed with construction of the project.
The purpose of the B-4 District is to delineate those areas where office development has occurred or is likely to occur in accordance with the Comprehensive Plan for the City of Lockport.
Permitted principal uses in the B-4 District shall be as follows:
A. 
Office buildings.
B. 
Medical and dental offices.
C. 
Banks and other financial institutions.
D. 
Studios for photography, art, music and dance.
E. 
Professional, business and technical schools.
F. 
Funeral parlors.
G. 
Lodges and fraternal organizations.
H. 
Multifamily dwellings.
I. 
Planned unit development.
J. 
Public and semipublic buildings.
K. 
Essential services.
Permitted accessory uses in the B-4 District shall be as follows:
A. 
Signs.
B. 
Off-street parking.
C. 
Other accessory uses customarily incidental to the principal use.
Special uses in the B-4 District shall be as follows:
A. 
Medical clinics.
B. 
Bed-and-breakfast residences.

Other permitted uses and restrictions in the B-4 District shall be as follows:
A. 
Building height limit. The building height limit shall be three stories, but not exceeding 35 feet.
B. 
Percentage of lot coverage. Not more than 35% of the lot can be covered. Also, see Schedule of Bulk Coverage Controls (§ 190-78).
