No permit for the erection of any building shall
be issued unless the building lot abuts a street which has been placed
on the official road map of the Town giving access to the proposed
structure. In addition, before a building permit may be issued, on
any non-Town road (street), such street and the part of the street
abutting the building lot shall be certified by the Technical Review
Committee with input from the Police Department and the appropriate
Fire Department as adequate for ingress/egress in its current condition
for access by fire apparatus, emergency vehicles, school buses, snow
plows and any other Town vehicles necessary for the protection of
health and safety, and that any opportunity for necessary future street
connectivity shall be protected. All previously adopted suitably improved
road lists are hereby repealed.

When the Technical Review Committee, with input
from the Police Department and the appropriate Fire Department, has
determined that the ingress/egress for a new structure is not adequate
for access by fire apparatus, emergency vehicles, school buses, snow
plows and any other Town vehicles necessary for the protection of
health and safety in its current condition or will not preserve the
opportunity for necessary future street connectivity, the Glocester
Town Council may, in a specific case and after a public hearing for
which reasonable notice has been given to all interested parties,
and at which parties in interest and others shall have an opportunity
to be heard, make reasonable exceptions and issue a permit subject
to conditions. These conditions shall ensure adequate access by fire
apparatus, emergency vehicles, school buses, snow plows and any other
Town vehicles necessary for the protection of health and safety, and
that any opportunity for necessary future street connectivity is protected.
Applications for such exceptions will be referred by the Glocester
Town Council to the Glocester Planning Board for an advisory opinion
thereon, but all such applications shall be subject to a decision
by the Glocester Town Council after a hearing as provided herein.
All previously adopted suitably improved road lists are hereby repealed.
The Glocester Planning Board is authorized to
adopt, modify and amend rules and regulations reasonably necessary
to carry out the purposes and intent of this article, subject to the
final approval of the Glocester Town Council.
