Qualifying tests to fill vacancies in higher
positions in the Police Department shall be competitive examinations
which shall be open only to members of the permanent Police Department
who have served in the immediate lower position or rank. Any and all
qualifying criteria and/or promotional policies shall be consistent
with all collective bargaining agreements applicable to the Johnston
Police Department which may be in effect.[1]
