GENERAL REFERENCES
Police Department — See Ch. 51.
A. 
Any and all requests for detail police officers shall be made to the Chief of Police.
B. 
The Chief of Police, or his designee, in accordance with Article III, Section 2, of the Collective Bargaining Agreement between the Town of Johnston and the IBPO Local 307, shall have the power and authority to determine and assign the number of police detail officers to any projects or any other special detail assignments within the Town of Johnston.
C. 
The Chief of Police, or his designee, shall review all projects and assignments within the Town to determine the necessity of any assignments of officers to foster public safety and the safety of the officers.
D. 
Any and all parties requesting police details shall be required to comply with the recommendation of the Chief of Police and all other provisions of this chapter.
E. 
Notwithstanding the foregoing, the Chief of Police shall have the full power and authority to determine the necessity of any detail within the Town.
In the event of any dispute regarding any determination of the Chief of Police, or his designee, the aggrieved party may petition the Town Council, in its capacity as the Police Commission, for a hearing as to the necessity and/or number of officers required for any project or event. Any aggrieved party shall request such a hearing within 48 hours of the determination of the Chief of Police, or his designee. Said request shall be presented in writing to the Town Clerk. The hearing before the Police Commission shall be held within 14 calendar days of the filing of the request with the Town Clerk.
A. 
The Town of Johnston shall be reimbursed for any and all sums paid to any officer in accordance with the detail payment schedule in effect. Payment shall be made by the responsible party in accordance with the schedule of charges in effect by the Town of Johnston.
B. 
Prior to the furnishing of any detail officers, the Chief of Police, or his designee, shall require the party deemed responsible for the event or project to acknowledge its financial obligation to the Town of Johnston. Further, the acknowledging party shall be responsible to pay the Town of Johnston any administrative costs directly related to the expenses incurred by the Town of Johnston in providing the police officer for the project or event.
