The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this Town, except as this chapter, as authorized by state law, hereby declares and determines upon the basis of an engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this chapter when signs are in place giving notice thereof.
The streets or parts of streets described in the schedule below shall have the speed limits designated in such schedule. Regulatory and warning signs shall be erected and maintained to effect the designated speed limits.

No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.

The driver of every vehicle shall, consistent with the requirements of § 220-25, drive at an appropriate reduced speed when approaching and crossing an intersection or railroad grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions.

A. 
Adoption and approval. All "Slow Down Children" traffic control signs duly erected by the Town of Johnston and currently in place are accepted and hereby made part of the Johnston Town Code and are legally enforceable.
B. 
Placement of speed limit sign. A "25 Miles Per Hour" speed limit sign shall be erected beneath all "Slow Down Children" signs duly erected by the Town of Johnston.
