In this Article, the word "person" shall mean and include any natural person, partnership, association, firm or corporation. The singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
It shall be unlawful for any person to cause or permit any litter or debris, including but not limited to wood, barrels, boxes, rubbish, cardboard, paper, trash, glass or metal, to remain upon any sidewalk or public alley in the borough, except for the purpose of immediate loading or removal. Such litter or debris, while awaiting loading or removal, shall be stored in containers as required by the ordinance governing refuse disposal.[1]

It shall be unlawful for any person to place or cause to be placed upon any sidewalk or sidewalk area any empty or filled milk cases, bread cases or shopping carts and allow the same to remain there for longer than required to unload the contents thereof, and in no case may the same be allowed to remain upon the sidewalk or sidewalk area after sunset.
It shall be unlawful for any person, including the owner or occupant of the abutting property, to use any portion of the sidewalk or sidewalk area for the display of merchandise, except that Borough Council may designate a maximum of two days in any calendar year as sidewalk sale days. On such days, merchandise may be displayed upon and sold from such parts of the sidewalks as Council may authorize in its sidewalk sale days permission.
Any person who shall violate any provision of this Article shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default of payment of such fine and costs, to imprisonment for not more than 30 days. Each day's violation of any provision of this Article shall constitute a separate violation.
