Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIII (§ 180-55), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall park, stand or stop a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§ 180-56), attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 180-57), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVI (§ 180-58), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVII (§ 180-59), attached to and made a part of this chapter, except as specifically provided for such zone.

A. 
Fire lanes required. Fire lanes shall be required in accordance with the provisions of this section and the provisions contained in the Penn Township Building and Fire Codes on any property used for assembly. commercial, educational, industrial, institutional or multifamily dwellings, and on private property containing more than two dwellings to which access is provided by private roads or driveways. No proposed subdivision, plan residential development or land development shall be approved without the compliance with the term of this section, if any part of the area of said subdivision, plan residential development or land development contains any of the uses or conditions described in this section.
B. 
Definitions. As used in this section, the following words and phrases shall have the following meanings unless the context clearly indicates a different meaning:
FIRE LANE
A part of a public parking lot, private driveway or private road, which is designed to provide access by fire trucks to any building or location.
LAND DEVELOPMENT
The improvement of one or two or more continuous lots, tracts or parcels of ground for any purpose involving:
(1) 
A group of two or more residential or nonresidential buildings, whether proposed initially or cumulatively, or a single nonresidential building on a lot or lots, regardless of the number of occupants or tenure;
(2) 
The division of allocation of land, whether initially or cumulatively, between or among two or more existing or prospective occupants by means of or for the purpose of streets, common areas, leaseholds, condominiums, building groups or other features; or
(3) 
A subdivision of land.
PLANNED RESIDENTIAL DEVELOPMENT
An area of land controlled by a single landowner and developed as a single entity for a number of dwellings or a combination of residential and nonresidential uses, the plan for which does not necessarily correspond in lot size, bulk, type of dwelling unit or use, density or intensity, lot coverage or required open space to any one district in the Penn Township Zoning Ordinance.

SUBDIVISION
The division or redivision of a lot, tract or parcel of land by any means into two or more lots, tracts, parcels or other divisions of land, including changes in existing lot lines for the purpose, whether immediate or future, of lease, transfer or ownership or building or lot development; provided, however, that the subdivision by lease of land for agricultural purposes into parcels of more than 10 acres not involving any new street or easement of access or residential dwellings shall be exempted.

C. 
Duties of Zoning Officer. All plans submitted under this section shall be referred to the Zoning Officer for examination. The Zoning Officer shall report to the Planning Commission, indicating whether or not the proposal complies with this section. If the Zoning Officer finds that the fire lanes in the proposal do not comply with the terms of this section, the Zoning Officer shall specify the changes necessary to make the proposal comply with this section. Any applicant may request and receive a conference with the Zoning Officer concerning any matter under this section. The Zoning Officer shall inspect the construction of any fire lane required by this section, and no final approval shall be given to any construction of any driveway, road or other facility required by this section until the Zoning Officer has inspected and approved the fire lane.
D. 
Location of fire lanes. Fire lanes shall be located where necessary to provide fire protection to all buildings and premises, including not only buildings and premises on the parcel of land where the fire lane is located, but also any buildings or premises on adjacent land required to be served by the fire lane.
E. 
Specifications for fire lanes. Fire lanes shall not be less than 20 feet wide at any point, and curves and corners shall be broad enough to permit passage by any fire equipment owned by the volunteer fire departments within the Township of Penn and any fire equipment presently in use anywhere in the United States of America. The surface of the fire lane shall be either concrete or asphalt surface and shall be of sufficient strength to support all fire fighting apparatus presently in use by the volunteer fire departments of the Township of Penn.
F. 
Parking. No parking, standing or stopping shall be permitted at any time on any fire lane, and no parking shall be permitted in any location which would prevent access to any fire lane by any emergency vehicle. A lane marking shall be placed on the pavement containing the words “Fire Lane” (in letters at least 18 inches in height) or similar language to warn people against blocking the lane. Further, there shall be painted diagonal striping (four-inch wide lines, 24 inches on center) to designate the fire lane. No person shall park, stand or stop a vehicle or let a vehicle park, stand or stop on any fire lane at any time, and no owner, manager, supplier, deliveryman or tenant of any premises shall permit any customer or visitor to park any vehicle or permit any vehicle to park, stand or stop on any part of any fire lane at any time.

G. 
Signs. The owner of the area where a fire lane is required shall post signs in accordance with the requirements of the Pennsylvania Department of Transportation, indicating a "No Parking, Stopping or Standing" zone.

H. 
Snow and ice removal. The property owner shall remove all snow and ice from a fire lane forthwith as soon as snow and ice start to accumulate.
I. 
Water. Fire lanes shall be designed and built so that no water shall stand in the fire lanes at any time.

A. 
No person, individual, corporation, partnership or other entity shall park or allow to be parked upon sidewalks within the corporate limits of the Township of Penn any vehicle, truck, piece of equipment or machinery.
B. 
Any person convicted of a violation of the prohibition established hereunder by a District Justice of competent jurisdiction shall be sentenced to pay a fine not to exceed $300 for each and every violation of the prohibition established herein.
A. 
The following words, when used in this section, shall have the following meanings:
MOTOR VEHICLE
Any device which is self-propelled and upon which any person or property is or may be transported or drawn, and shall also include trailers and semitrailers designed for use with motor vehicles and vehicles of the trailer type.
PARK or PARKING
The standing of a motor vehicle, except Police or Fire Department vehicles or ambulances, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading or in obedience to traffic regulations or traffic signs or signals.
B. 
From and after the effective date of this section, it shall be unlawful for any person to park any motor vehicle upon any street, avenue, alley, road or other public way within the Township of Penn, Westmoreland County, Pennsylvania, that is without current registration plates, serviceable storage battery, current inspection sticker or which is incapable of being operated legally and immediately, and, further, it shall be unlawful for any person to have stored or parked on his private property or any private property two or more vehicles that are without current registration plates, serviceable storage battery, current inspection sticker or which are incapable of being operated legally and immediately.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the Police Chief all violations of any provision of this article, indicating in each case the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he/she will report to the office of the Chief of Police and pay the sum of $5 within 24 hours after the date of the notice, then the fine of $15 and costs set forth herein shall be deemed null and void.
