Donations, bequests, gifts and money (hereinafter referred to
as "donations") received by any South Harrison Township official (hereinafter
referred to as "Township") designated for the Parks and Recreation
Program/Maintenance use shall immediately be forwarded to the Township
Municipal Finance Officer (MFO) for deposit in the Parks and Recreation
non Capital Trust Fund hereby created for such donations and sometimes
referred to as the "Noncapital Park Trust Fund."
Donations specified as capital park project expenditures shall
not be deposited in this Noncapital Park Trust Fund, but shall be
formally accepted by resolution of the Township Committee. Capital
park project donations shall be in accordance with the park master
plan. The Township Committee shall officially acknowledge, in writing,
the Township's acceptance of the donation and direct the Township
MFO to deposit same in the trust fund to be recorded for general or
donor specified use. If the donor's specified use is not acceptable
to the Township Committee, it shall state the reason, in writing,
and direct the Township MFO to return the subject's donation.
Nonspecified donations of $5,000 or greater shall be directly
deposited in the Capital Park Trust Fund.
Donations shall be designated as "general" or "specified" use
(as named). All noncapital donations of $100 or greater shall be acknowledged,
in writing, to the donor by the Township Parks and Recreation Commission
within two weeks following receipt of same.
Expenditures from the Noncapital Park Trust Fund shall be in
addition to the annual Parks and Recreation budget appropriations.
All expenditures from the Noncapital Park Trust Fund shall be
made in accord with the Township's regular bill payment procedure.
The Parks and Recreation Commission shall authorize by signature
of its Chair or Vice Chair on a Township voucher indicating how much
of the total voucher amount (a separate voucher for this charge is
not required) should be paid by this Noncapital Park Trust Fund. NOTE:
General donations can be charged to any activity, but a specifically
named donation can only be charged to the corresponding activity.
Authorized bill charges against this fund shall be:
A. Charged
against the Parks and Recreation Program and/or maintenance annual
budget appropriation account and rebated against those accounts from
this fund; or
B. Paid
by check directly from this Noncapital Park Trust Fund to the claimant.
When the Parks and Recreation Commission authorizes payment
from this Noncapital Park Trust Fund for which there is not enough
designated fund balance, payment shall be charged against the Parks
and Recreation annual appropriation budget.
All interest earned on this account shall remain in this Noncapital
Park Trust Fund.
In order to keep this Noncapital Park Trust Fund account open
the balance shall not fall below $100.
