This chapter shall be known and may be cited and referred to as the "Building Numbering Ordinance of the Township of South Harrison."
The purpose of this chapter is to require the clear display of authorized and assigned building numbers in the Township of South Harrison in order to assist the general public and emergency services, public and private, in identifying any property in case of emergency or otherwise.
All residential, commercial, industrial or other buildings to be placed or erected within the Township of South Harrison shall display identification numbers as provided herein and in accordance with specifications provided herein.
Building numbers shall be determined and assigned by the South Harrison Township Construction Code Official. The owner of any building requiring a building number for which no building number has been assigned as of the effective date of this chapter will be notified by the Township Construction Official when such number is assigned to said building.
The owner of each and every building which now fronts or which may hereafter front upon any public or private street that has been assigned a number prior to the effective date of this chapter shall, at his or her own expense, cause the number assigned to such building to be permanently and conspicuously placed in accordance with the specifications set forth in this chapter. The owner of any building that has not been assigned a number prior to the effective date of this chapter shall, within 30 days after notice of assignment of such number, comply with the requirements of this chapter.
Building numbers shall be reflective Arabic numerals, 31/2 inches in height, and mounted in a secure fashion to a post as required by this chapter.

The owner shall affix the numbers required by this chapter upon a post composed of treated wood or plastic. The post shall measure at least four inches by four inches by six feet. All posts shall be installed so that at least 24 inches are inserted into the ground and at least 48 inches are above ground. The post shall be installed no less than four feet nor more than 12 feet from the edge of the roadway pavement and no less than two feet nor more than three feet from the house side (building side) edge of a driveway. The numbers are to be placed two inches from the top of the post, on at least two sides of the post (as opposed to front and back), so that they will be free from obstruction and equally visible for a reasonable distance to operators of vehicles traveling in either direction along the roadway on which the building fronts.
Any building erected, repaired or altered or modified after the effective date of this chapter shall have the certificate of occupancy withheld until it has been determined if it will be assigned a building number, and if a building number is assigned, same is affixed in accordance with the provisions of this chapter.

Any person or persons convicted of a violation of the provisions of this chapter shall be subject to the penalties provided by § 1-14 of this Code. Each day the violation occurs shall be deemed to be a separate violation.
