The owner or owners, tenants or tenants of land abutting or bordering upon any of the public highways of the Township of South Harrison shall remove, from lands or dwellings or destroy brush, weeds, including ragweed, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris from that part of the public highway abutting or bordering upon their respective lands, within 10 days after notice to remove the same, given by the Municipal Clerk, under direction of the Zoning Officer.
If any owner or owners, tenant or tenants shall refuse or neglect to remove, from lands or dwellings or destroy brush, weeds, including ragweed, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris as provided in § 44-1, same shall be removed under the direction of any member of the Zoning Officer.
In all cases where such brush, weeds, including ragweed, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris are removed from any highway or destroyed under the terms of this chapter by or under the direction of a member of the Zoning Officer, such member shall certify the cost thereof to the Zoning Officer, which shall examine the certificate, and if found correct, shall cause the cost as shown thereon to be charged against the lands, abutting or bordering such pubic highway, and the amount so charged shall forthwith be certified to the Collector of said Township, and shall forthwith become a lien upon such lands, and shall be added to and become and form a part of the taxes, next to be assessed and levied upon such lands, and bear interest at the same rate as taxes, and be collected and enforced by the Collector of said Township in the same manner as taxes.

Any owner or owners, tenant or tenants who shall refuse or neglect to remove or destroy said brush, weeds, including ragweed, dead and dying trees, stumps, roots, obnoxious growths, filth, garbage, trash and debris as herein provided for, after notice as herein provided, shall be punishable as provided in § 1-14 of this Code.
