No person shall carry on the business or act in the capacity of junkman or rag picker within the Borough without first having obtained a license to do so.
The Mayor and Borough Council may, by resolution, from time to time grant to any person a license required by this chapter, upon the payment of the fees provided by this chapter.
All licenses granted under the provisions of this chapter shall be signed by the Mayor and be attested by the Borough Clerk. The Borough Clerk shall collect the license fees before delivering any license and pay the same to the Borough Collector, taking his receipt therefor, and keep a record of all licenses issued in a book to be provided for that purpose.

The fees for the licenses required by this chapter shall be as set forth in Chapter A270, Fees, for every cart, automobile or other vehicle used in the business.
All licenses granted under the provisions of this chapter shall expire on the first day of May in each year.

No person having obtained a license pursuant to this chapter shall lend or hire the same or any duplicate thereof to any other person or lend or hire or allow the use of any cart or other vehicle with such licensed person's name thereon for the purpose of carrying on the business of junkman or rag picker.
All licenses issued under the provisions of this chapter shall be subject to revocation at the action of the Mayor and Borough Council for just cause.
Any person having obtained a license pursuant to this chapter engaged in the business of junkman or rag picker in the streets and public places within the Borough shall at all times carry with him, when so engaged, his license, or a duplicate thereof, and shall exhibit the same on demand, to any resident of the Borough.

All carts, automobiles or other vehicles used in the business of junkmen or rag pickers shall have on the sides thereof the name of the licensee and this Borough in letters at least three inches in height, clearly and distinctly displayed thereon.
No rag picker or junkman shall cry his wares or use any bell, horn or other noise-making, noise-producing or noise-reproducing device on the public streets of the Borough.

A violation of any provision of this chapter shall be punishable by a fine of not more than $2,000, imprisonment for not more than 90 days, a period of community service not to exceed 90 days, or a combination thereof.
