Prior to the granting of final approval, the applicant shall have either installed improvements required by the Planning Board or have posted a performance guaranty or surety sufficient to cover the costs of said improvements. The Planning Board may solicit local, county, state, federal, public or semipublic agencies and knowledgeable individuals on what improvements shall be required, the costs for the same to be paid by the applicant. Improvements recommended by other agencies, such as a utilities authority, county, state or other governmental agencies, may be required by the Planning Board as a condition of final approval. The following are standard required improvements which are necessary to protect the health, safety, welfare and convenience of the residents and public. Other improvements may also be required. It is recognized, however, that in peculiar situations, all of the improvements listed below may not be appropriate or needed, and may then be waived.
All street improvements (i.e., pavements, curbs, gutters and sidewalks) shall be installed in conformance with the Borough's standards and specifications. The paving width of streets and the quality of surfacing and base materials shall adhere to the minimum standards set forth by the Borough or county engineers, when said paving concerns road under their jurisdiction. All underground utilities, drains or other facilities located within the roadway portion of a street shall be installed prior to the placing of material.
Installation of all sewer, water and other utilities shall be in strict accordance with the standards and specifications of the Borough or other public utility concerned.
Appropriate street signs shall be installed by the applicant at all street intersections in accordance with Borough specifications.
Monuments of prescribed size and shape shall be located and installed in accordance with the state statutory requirements (N.J.S.A. 46:23-9.11).
No topsoil shall be removed from a subdivision site or used as spoil or fill. Topsoil moved during the course of construction shall be redistributed in the subdivision so as to provide equal distribution of cover to all areas of the subdivision and shall be stabilized by seeding and planting.
Drainage shall be provided so that surface water will not flow over private property where the course of natural drainage by existing ditch does not currently flow. The method of disposal of surface waters must be satisfactory in the opinion of the Borough Engineer. In the case of a major subdivision or a site plan, the drainage plan must be submitted with the preliminary plans at the time of the request for preliminary approval of the Planning Board. All driveways from property to street shall be constructed in such a manner as not to interfere with the flow of water in the road or drainage ditches along the public road. Stormwater drainage calculations shall accompany drainage plans. (See § 210-57C.)
