Water from the mains of the Borough shall not
be turned on in any building until a suitable meter shall have been
installed therein by the Borough Water Department. The Borough shall
at its own expense purchase all water meters to be installed. Such
meters shall be the property of the Borough.

Water for building or construction purposes
shall be used only through a meter which shall be installed upon application
to the Water Operator. No meter shall be installed for building purposes
until a building permit has been issued to the owner of the property.
All repairs to water meters shall be made by
the Borough when necessary, except when damaged through carelessness
of the owner, tenant or agent, in failing to protect properly such
meter against frost or injury by hot water or steam setting back from
a boiler. In that event, the cost of repairs shall be charged against
the premises and shall be paid to the Borough Council on demand. If
such payment is not made, it is understood and agreed that water shall
be turned off from such premises without notice and shall not be turned
on again until all charges have been paid.

Any consumer may have his water meter tested upon application to the Borough Council and upon agreeing to pay a fee as set forth in Chapter
A270, Fees, if the meter is found to register correctly.

Failure of a water meter to register properly
shall be reported immediately to the Water Operator. Charges for water
during the period of such failure shall be on the basis of ordinary
use under similar conditions before the meter was affected.
No person but an authorized representative of
the Borough Council shall be allowed to open, adjust or tamper with
a water meter.
The Borough Council or its authorized agent
shall have access at all reasonable hours to the part of the premises
in which the water meter is placed.

A violation of any provision of this article
shall be punishable by a fine of not more than $2,000, imprisonment
for not more than 90 days, a period of community service not to exceed
90 days, or a combination thereof.
