The rates to be charged for the sale of water by the Borough of Caldwell through its water utility to users within the Borough and to other users served by said utility shall be as set forth in Chapter A270, Fees, as may be from time to time amended or supplemented by the Mayor and Council.
The rates set forth herein shall take effect for water consumed as of the next day after the day of the last meter reading prior to the effective date of this article.

Bills remaining unpaid after the due date for each billing shall be subject to a penalty of 10% of the unpaid balance.
The revision and establishment of rates for the sale of water by the Borough of Caldwell to users within the Borough and by others served by the Borough Water Utility, as constituted by this article, shall be imposed, subsequent to the effective date of this article, by resolution of the Borough Council in such amounts or at such rates as may be required for the operation of the Borough of Caldwell as a self-liquidating enterprise as provided in N.J.S.A. 40A:2-45.
