The Borough of Haddonfield provides emergency medical services (EMS) to citizens and visitors to the Borough of Haddonfield and to other communities through mutual aid to the extent that services are available. Emergency medical services are provided by employees of the Borough of Haddonfield.

In addition to the emergency medical services as provided in § 23-1, the Borough of Haddonfield may provide secondary nonemergency transport based on the criteria established by the Borough of Haddonfield.

All persons needing EMS shall be served to the extent that services are available without discrimination on any basis, including, but not limited to, ability to pay or any other factor. There shall be no denial of services or delay in providing available service due to EMS cost recovery procedures.
The costs of providing available personnel and service for EMS shall be covered by a combination of 1) municipal budget appropriations; 2) insurance payments for service to persons who have insurance coverage; 3) direct payments from persons served for amounts not covered by insurance; 4) revenues from service agreements with persons, agencies, and jurisdictions that rely on EMS; and 5) Haddonfield Ambulance Association budget appropriations.

The Borough of Haddonfield shall maintain accurate records of all EMS services provided by the Borough of Haddonfield, in accordance with N.J.A.C. 8:41-3.11.

A. 
Billings to insurance companies and/or individual persons provided with emergency medical services shall be administered by the Borough of Haddonfield or a third-party billing agent appointed by the Borough of Haddonfield Board of Commissioners to bill the amount of $950 plus the cost of reimbursable supplies and equipment in each instance where EMS services are provided and not covered by an advanced life support transport agreement.
B. 
Additionally, where applicable, a loaded mileage fee of $15 per mile to transport a patient to the hospital shall be applied.
C. 
Bills for EMS shall be issued to the patient and/or the insurance company providing coverage for the patient(s).

Persons receiving bills from EMS services shall make payments to the Borough of Haddonfield within 30 days of receipt of the bill.
A. 
Patients receiving EMS services that have health insurance to cover ambulance and emergency medical services shall cooperate with the Borough of Haddonfield, or the third-party agent appointed to conduct billing, to secure full payment for services rendered.
B. 
The Borough of Haddonfield or the third-party agent appointed shall be authorized to receive all payments.
C. 
The Borough of Haddonfield reserves the right to determine that a bill is uncollectible and written off.[1]
