GENERAL REFERENCES

It is hereby created a Recreation Commission in the Borough of Haddonfield. County of Camden, State of New Jersey.
The Recreation Commission is created as an advisory committee to provide input and guidance to the Commissioner of Public Works, Parks and Property on issues related to recreational and athletic programs for the youth of the Borough of Haddonfield. The primary purpose of the Recreation Commission is the coordination and scheduling of athletic activities and events, including the use of Borough of Haddonfield fields and facilities and, when authorized, Board of Education fields and facilities.
The Recreation Commission shall be composed of the following:
A. 
The Borough of Haddonfield's Recreation Director shall function as an ex-officio member of the Recreation Commission. The Recreation Director shall be a nonvoting member, who shall have the right to participate in discussions regarding all matters that come before the Recreation Commission. The Recreation Director's term shall continue so long as he/she is the Recreation Director.
B. 
The Mayor shall appoint one Haddonfield resident to the Recreation Commission who shall serve at the pleasure of the Mayor, and shall be a voting member.
C. 
The Public Schools Athletic Director or his/her designee, if appointed, shall be a voting member of the Recreation Commission and shall serve as long as he/she is the Public Schools Athletic Director.
D. 
The Borough Commissioner of Public Works, Parks and Property shall serve as an ex-officio, nonvoting member of the Recreation Commission.
E. 
The Recreation Commission shall consist of additional voting members, one each as designated by each athletic league utilizing Borough athletic fields. These voting members shall be appointed by resolution of the Board of Commissioners and each shall serve until replaced by his or her respective youth athletic league.
F. 
Additional nonvoting members may be appointed by resolution of the Board of Commissioners to provide additional expertise or advice.
A. 
The Recreation Commission shall provide advice and guidance to the Commissioner of Public Works, Parks and Property on the coordination and scheduling of athletic and recreation programs, including the use of Borough of Haddonfield fields and facilities and, when authorized, Haddonfield Board of Education fields and facilities. The scheduled dates and times shall not conflict with Borough of Haddonfield ordinances, rules and/or regulations.
B. 
The Recreation Commission shall resolve all scheduling disputes and conflicts regarding the use of the Borough of Haddonfield fields and facilities and, when authorized, Board of Education fields and facilities.
C. 
The Recreation Commission shall advise and consult with the Haddonfield Board of Commissioners regarding field and facility usage, maintenance, replacement, location and improvements, and shall provide recommendations to the Board of Commissioners when requested to do so.
D. 
The Recreation Commission shall have the authority to adopt bylaws and any procedures it deems necessary.
E. 
The Commissioner of Public Works, Parks and Property shall have the right and authority to overrule any decisions or actions of the Recreation Commission by vetoing the minutes or a portion of the minutes of the Recreation Commission.
A. 
The Recreation Commission shall hold at least four meetings per year, scheduled at the discretion of the Recreation Director and the Commissioner of Public Works, Parks and Property, or as required by the bylaws.
B. 
A quorum of the voting members of the Recreation Commission is required to conduct a vote at the Recreation Commission meetings. A quorum consists of a majority of the voting members.
C. 
Any matter that comes before the Recreation Commission at a meeting may be adopted by a favorable vote of a majority of the voting members at the meeting, whenever a quorum is present.
D. 
The Recreation Commission shall prepare an agenda before each scheduled meeting. Meeting minutes shall be prepared during each meeting indicating members in attendance, topics of discussion, and any actions or votes taken during the meeting. Minutes shall be submitted to the Borough Clerk in a timely manner. All meetings shall be conducted in compliance with the Open Public Meetings Act.[1]
