[HISTORY: Adopted by the Board of Commissioners of the Borough of Haddonfield 7-15-2014 by Ord. No. 2014-09. Amendments noted where applicable.]
It is hereby created a Senior Citizens Commission in the Borough of Haddonfield, County of Camden, State of New Jersey, which shall be administered by a Board of Trustees as recited herein.
The Senior Citizens Commission is created to provide programs and services for the senior citizens of the Borough of Haddonfield. The programs and services provided by the Senior Citizens Commission may be utilized by senior citizens from the surrounding communities; however, the primary purpose of the Senior Citizens Commission is to provide programs and services for the senior citizens of the Borough of Haddonfield to cater to the needs of the senior citizens of Haddonfield.
The Senior Citizens Commission shall be composed of the following:
A. 
The Senior Citizens Coordinator shall function as an ex-officio member of the Senior Citizens Commission Board of Trustees. The Senior Citizens Coordinator shall be a nonvoting member, who shall have the right to participate in discussions regarding all matters that come before the Board of Trustees of the Senior Citizens Commission. The term of the Senior Citizens Coordinator shall be for that time period that the Senior Citizens Coordinator serves as the Senior Citizens Coordinator.
B. 
The Mayor shall appoint one Haddonfield resident to the Senior Citizens Commission Board of Trustees who shall serve at the pleasure of the Mayor, and shall be a voting member.
C. 
The Commissioner of Public Works or his/her designee shall be a voting member of the Board of Trustees of the Senior Citizens Commission and shall serve as long as he/she is Commissioner of Public Works.
D. 
The Commissioners of the Borough of Haddonfield shall appoint three voting members, two of whom must be Haddonfield residents, to the Senior Citizens Commission Board of Trustees. Two of the three Commissioner appointments shall be representatives of charitable, housing, or service organizations serving the needs of senior citizens, unless there is no individual who satisfies this requirement, then in such an event this requirement shall not apply. The Borough Commissioners' appointments shall serve for a term of three years commencing on June 1 of each year, except that the initial appointments shall be for terms of one, two and three years. A vacancy shall be filled for the unexpired term. The Board of Trustees may recommend individuals to fill vacancies.
E. 
The Commissioners of the Borough of Haddonfield shall appoint Alternate No. 1 and Alternate No. 2, to the Board of Trustees, each for a term of one year. When a member of the Board of Trustees fails to appear for a meeting, Alternate No. 1 shall take the place of the nonappearing member. Alternate No. 2 shall take the place of a second member who fails to appear at the meeting. The two alternates are nonvoting members, except when replacing a nonappearing voting member. The two alternates can participate in discussions at meetings regarding all matters before the Board of Trustees.
F. 
If a Mayor's appointment or a Borough Commissioner's appointment has three consecutive unexcused meeting absences, or has 25% of meeting absences that are unexcused in a year, that member automatically forfeits his/her membership on the Senior Citizens Commission Board of Trustees.
G. 
The Board of Trustees of the Senior Citizens Commission has the authority to appoint or remove nonvoting members to represent charitable, housing, or service organizations serving the needs of senior citizens, and such appointments serve at the pleasure of the Board of Trustees. These nonvoting appointments can participate in discussions at meetings regarding all matters before the Board of Trustees.
A. 
The Board of Trustees of the Senior Citizens Commission shall manage and approve activities, events, programs and services for senior citizens in Haddonfield.
B. 
The Board of Trustees of the Senior Citizens Commission shall develop and present an annual budget to the Borough Administrator no later than December 1 preceding the annual budget year. The final budget of the Senior Citizens Commission shall be adopted by the Borough Commissioners. The submission by the Board of Trustees may include recommendations for adding or eliminating activities, events, programs and/or services for Haddonfield's senior citizens.
C. 
The Board of Trustees shall prepare and submit an annual report on or before February 1 next following the close of the business year to the Commissioner of Public Works, which annual report will be submitted to the Borough Commissioners and available to the general public. This annual report shall detail the activities at the senior citizens center, the level of participation and any recommendations to better serve the needs of Haddonfield's senior citizens.
D. 
The Board of Trustees shall have the authority to adopt bylaws and procedures.
A. 
The Board of Trustees shall hold at least six meetings per year, scheduled on dates and times at the discretion of the Board of Trustees.
B. 
A quorum of the voting members of the Board of Trustees is required to conduct business at the Board of Trustees meetings. A quorum consists of a majority of the voting members.
C. 
Any matter that comes before the Board of Trustees at a meeting may be adopted by a favorable vote of a majority of the voting members at the meetings, whenever a quorum is present.
D. 
The Board of Trustees shall prepare an agenda before each scheduled meeting. Meeting minutes shall be prepared for each meeting indicating the actions taken for all matters at the meeting and submit such minutes to the Borough Clerk. All meetings shall be conducted in compliance with the Open Public Meetings Act.[1]
