The Haddonfield Borough Commissioners shall not make any expenditure or commitment of expenditures for a new public library without first obtaining voter approval of required funding by means of a general election ballot question. Voters shall be given the choice to vote for or against the required funding for a new public library.
The Haddonfield Borough Commissioners shall provide in the ballot question the total cost of the proposed new public library including land, demolition, construction, renovations, fixtures, equipment and furnishings. The total cost provided by the Haddonfield Borough Commissioners in the ballot question shall be considered the maximum amount that can be spent on the proposed new public library from any funding sources.
Approval of the proposed new public library funding shall be denied the Haddonfield Borough Commissioners unless more than 50% of the ballot question voters cast their votes in favor of the required funding for the proposed new public library.
