The Township government shall include such statutory,
legislative, judicial, advisory and independent agencies of local
government as are provided in this article. The administration of
these agencies, unless otherwise provided by the Charter, general
law or local municipal ordinance, shall be subject to the supervision
of the Mayor.
The Municipal Court, as heretofore established
and empowered pursuant to law (N.J.S.A. 2B:12-1 et seq.), is continued.
The Municipal Court Judge shall hereafter be appointed by the Mayor,
with the advice and consent of the Council, for a term of three years.

There is hereby established the office of Municipal
Court Administrator. The Administrator shall be appointed by the Mayor
with the advice and consent of the Council and for an initial term
of one year, a reappointment for two years, and, subsequent to a third
year, all appointments shall be for a period of three years until
an Administrator shall receive tenure pursuant to N.J.S.A. 2A:8-13.3.
The Administrator shall be certified as required by law.

A. There is hereby established the office of Municipal
Public Defender, who shall be an attorney at law licensed to practice
in the State of New Jersey and shall be appointed by the Mayor for
a one-year or lesser term with the advice and consent of the Council.
Said attorney shall be hired on a per-case basis and shall serve at
the direction of the Municipal Court.
B. Any such person applying for representation by a Municipal
Public Defender, who is entitled by law to the appointment of counsel,
shall pay an application fee of $200, which fee may be waived in whole
or in part if the Court determines, in its discretion, that the application
fee represents an unreasonable burden on the person seeking representation.

A. Appointment and membership.

(1) The Cable TV Committee shall consist of seven members.
One member shall be a member of the Township Council to be appointed
by it and the other six members shall be appointed by the Mayor with
the advice and consent of the Township Council. The member of the
Committee appointed by the Township Council shall serve from year
to year and shall be reappointed each year by the Township Council.
The other members of the Committee shall be appointed as follows:
(a)
Two members shall be appointed for terms of
three years;
(b)
Two members shall be appointed for terms of
two years; and
(c)
Two members shall be appointed for terms of
one year.
(2) After the initial term, each member appointed, except
for the Council member, shall serve for a term of three years. Members
shall serve without compensation. Any vacancies shall be filled for
the unexpired term only.
B. Powers and duties. The Committee shall meet at such
times as may be necessary, and the Committee shall have the following
duties:
(1) To collect and assemble data concerning cable television
service within the Township of Jefferson.
(2) To conduct any necessary surveys to determine the
quality and level of service of cable television within the Township.
(3) To make recommendations to the Mayor and Township
Council concerning cable television service and the franchise agreement
with the cable television franchisee of the Township.
(4) To make recommendations of service to the cable television
franchisee.
(5) To review complaints concerning cable television service
within the Township.
(6) The Committee shall be required to meet with the Township's
Cable Complaint Officer and the cable television company franchised
by the municipality semiannually to discuss the service being provided,
complaints submitted by residents and planned cable television service
by the cable company to ensure compliance with the franchise.

There shall be an Environmental Commission. The Commission shall function in accordance with Chapter
40 of the Code of the Township of Jefferson. Appointments to the Commission shall be made by the Mayor with the advice and consent of the Council.
