A. 
It shall be lawful for any properly licensed member of the Board of Health, the Health Officer, Inspector or any person acting under and by the authority of this Board to enter in or upon any premises for any of the purposes specified in this code or for any other purpose in connection with his regular duties.
B. 
Any person who shall prevent, obstruct or resist any member, officer, inspector, or any person acting under and by the authority of this Board in the performance of his duty, shall be subject to a penalty of not less than $50 and not more than $100, upon conviction thereof in the Municipal Court of Middlesex.
The Board of Health shall have the power to adopt such rules and regulations as it may deem necessary and proper concerning any matter which involves the protection or promotion of health, and all persons concerned shall comply with the provisions thereof.
The Board of Health shall administer the business connected with:
A. 
The enforcement of the ordinances of this Board and the laws of this state which relate to the public health.
B. 
The investigation into the causes of sickness and death and the institution of protective measures therefor.
C. 
The inspection and protection of the food supply.
D. 
The investigation and abatement of nuisances and conditions affecting the public health.
E. 
The investigation and enforcement of the sanitary conditions of public and private buildings and premises.
F. 
The collection and keeping of vital statistics and the records of the Board of Health.
G. 
The dissemination of information relating to public health matters including the planning and administration of a comprehensive public health program including, without limitation thereto, environmental sanitation, communicable disease control, child and adult health, laboratory services and any other services as may be authorized by the Charter or ordinance.

H. 
The Board of Health shall also be authorized to refer related social services such as domestic relations counseling, investigation of paternity cases, indigent burials and other activities related to the health and welfare of the citizens of Middlesex Borough.

A. 
The Board of Health shall appoint a person to be known as the Health Officer or  of the Borough of Middlesex who shall be the executive officer and officer and official representative of the Board and whose duties shall be to conduct the business of the Board when not in session; to enforce all statutes, ordinances and regulations relating to the protection and promotion of health; and to perform such other duties as the Board of Health may direct.
B. 
The Health Officer or Sanitarian shall have the powers and authority conferred by law upon the Board of Health which it can lawfully delegate.
C. 
The Board of Health may employ inspectors, nurses, clerks or other person as may be deemed necessary to assist the Health Officer or Sanitarian in the performance of his duties.
