Every person whether he be owner, tenant or occupant of any dwelling house (other than an apartment house) shall cause all garbage, swill and offal to be removed from the premises at least once a week.
Every owner, lessor or agent of any building which is a tenement house within the meaning of the Tenement House Act, [1]shall provide and maintain therein for the use of the tenants proper receptacles for the storage of garbage and shall remove same from the premises as often as is required.

Every proprietor of any hotel, restaurant, boarding house, store, market or other establishment where food for human or animal consumption is manufactured, prepared, handled, sold or served, shall cause to be removed as often as necessary or as directed by this Board, from the premises all garbage and other waste matter which may accumulate thereon. All garbage and waste matter shall, while on the premises be stored in such a manner as not to create a nuisance.
All garbage which may accumulate in the Borough of Middlesex, or which may be stored or kept, or maintained therein without violating this article, shall be kept in waterfight metal receptacles provided with tightly fitting covers. Said metal receptacles shall be kept clean and no water shall be allowed to enter therein except for the purpose of cleaning. No garbage shall be burned at any time.
No person shall permit any wagon or vehicle used for the collection or removal of garbage, swill, offal or other substance to stand in the streets or other public places within the limits of this Borough at anytime, except when being loaded.
Nothing in this article shall be construed as prohibiting any person, himself or his servants, from removing any garbage, swill, offal or other waste matter from his own premises, without a license; provided however, a permit if first obtained from the Borough Clerk and the requirements of this article are in all respects complied with, and provided further that no one shall remove the body of a dead animal without permission from this Board, which has, within a period of 10 days before death, bitten anyone or which is suspected of having bitten anyone.
Any person who shall violate any section of this article shall be subject to a penalty of not less than $10 and not more than $100 upon conviction thereof in the Municipal Court of Middlesex. Each day or part thereof during which such violation shall continue, shall constitute a separate offense.
