A. 
Whereas economic insecurity, due to unemployment, is at any time a serious menace to the health, safety, morals and general welfare of the people of the County of York and a high level of unemployment and lack of business opportunity are threats to the strength and permanence of American political and economic institutions and the philosophy of freedom on which those institutions are based;
B. 
Whereas a minimum level of unemployment and a maximum level of business opportunity can best be provided by the promotion, attraction, stimulation, rehabilitation and revitalization of industry, manufacturing and research and development in the county;
C. 
Whereas the present and prospective health, safety, morals and general welfare of the people of the county require, as a public purpose, the promotion and development of new, expanded and rehabilitated industrial, manufacturing and research and development enterprises;
D. 
Whereas existing industrial, manufacturing, research and development enterprises, throughout the county, could become more competitive and could expand more rapidly if means of financing were available for modern plant facilities and modern machinery and equipment;
E. 
Whereas additional industrial, manufacturing and research and development facilities could be attracted to the county if means of financing were available to construct, rehabilitate and expand industrial plants and, in conjunction therewith, equip the same with modern machinery and equipment; and
F. 
Whereas the Industrial Development Authority Law, approved August 23, 1967, now known as the "Economic Development Financing Law" (see 73 P.S. § 371 et seq.), provides for the organization of local industrial development authorities which shall exist and operate for the public purpose of alleviating unemployment, maintaining employment at a high level and creating and developing business opportunities by the construction, improvement, rehabilitation, revitalization and financing of industrial, manufacturing, research and development enterprises;

G. 
Now, therefore, be it resolved by the Board of Commissioners of the County of York, in the Commonwealth of Pennsylvania, and it is hereby resolved by the authority of the same, as follows.

It is the desire of the Board of Commissioners of said County of York in the Commonwealth of Pennsylvania and said Board of Commissioners hereby signifies its intention to organize an industrial development authority in said county and commonwealth, under the Industrial Development Authority Law, now known as the "Economic Development Financing Law" (see 73 P.S. § 371 et seq.).

In pursuance of said desire and intention, and in conformity with the terms and provisions of said Industrial Development Authority Law, now known as the "Economic Development Financing Law" (see 73 P.S. § 371 et seq.), the proposed Articles of Incorporation are hereby set forth in full, as follows:
Articles of Incorporation
of
Industrial Development Authority
To the Secretary of the Commonwealth of Pennsylvania, Harrisburg, Pennsylvania:
In compliance with the requirements of the Industrial Development Authority Law, now known as the "Economic Development Financing Law" (see 73 P.S. § 371 et seq.), and pursuant to a resolution adopted by the Board of Commissioners of the County of York, Pennsylvania, that an industrial development authority be established under the provisions of the aforementioned law, the Board of Commissioners of the County of York, Pennsylvania, desiring that an industrial development authority be established and that a Certificate of Incorporation be issued to said Authority, does hereby certify:
(a)
The name of the Authority shall be the "York County Industrial Development Authority."
(b)
The Authority is formed under the Industrial Development Authority Law, now known as the "Economic Development Financing Law" (see 73 P.S. § 371 et seq.).
(c)
The name of the incorporating municipality is "County of York, Pennsylvania."[1]
(d)
The current registered address of the Authority is 144 Roosevelt Avenue, Suite 100, York, PA 17401.
(e)
The term of existence of the Authority shall be a date that is 50 years from the date of the approval of the amendment to the Articles of Incorporation by the Secretary of the Commonwealth of Pennsylvania.[2]

The proposed Articles of Incorporation of said Authority shall be executed by and on behalf of the County of York by the Chairman of the Board of Commissioners, and the Seal of said county shall be thereto affixed and attested by the Chief Clerk. The County Solicitor is authorized and directed to cause to be published the notice of this article, which shall contain the substance of the Articles of Incorporation as required by the aforementioned Act, and when said Articles of Incorporation are properly executed by the Chairman, the same shall be filed with the Secretary of the commonwealth.
