A. 
Whereas Act 82 of 1977, P.L. 247 of December 11, 1977, 72 P.S. § 5511.4, authorizes the Board of County Commissioners to require the surety bond of all Tax Collectors be purchased by joint bidding for the County and townships of the first class, townships of the second class and for boroughs, school districts and vocational school districts within the County of York; and
B. 
Whereas York County expects to have considerable savings to its taxpayers by requiring joint bidding of a surety bond for all Tax Collectors within York County for the County of York, townships of the first class, townships of the second class, boroughs, school districts and vocational school districts within York County.
The Chief Clerk/Administrator of York County is authorized to advertise for one bond for all the Tax Collectors for York County and for townships of the first class, townships of the second class and for boroughs, school districts and vocational school districts within York County.
The York County Board of Commissioners hereby requires joint bidding of a single surety bond for all the Tax Collectors for York County and townships of the first class, townships of the second class and for boroughs, school districts and vocational school districts located within York County; the surety bond shall be for the entire term of office for each Tax Collector, beginning the first Monday of January 1990.
The Chief Clerk/Administrator shall request York City to join in the joint bidding of a single surety bond as provided herein for additional savings of taxpayer dollars.
The County Solicitor is directed to petition the Court of Common Pleas to fix the amount of the surety bond to the bid.
