The officers of this Advisory Board shall be a Chair, a Vice Chair and a Secretary, all of whom shall be elected at the first meeting in January of each year or at such other time as a vacancy may occur. Only members of this Advisory Board may serve as officers, except for the position of Parks Director, who is employed by the County Commissioners.
The term of office for each officer shall commence upon his or her election at the annual meeting of the Advisory Board each January or upon election to fill a vacancy.
The elected Chair shall be the presiding officer of all meetings of the Advisory Board, during the year of election.
The Vice Chair shall assist the Chair in all matters, as required, and shall preside over the meetings of the membership whenever the Chair is absent.
The Secretary shall take the minutes of the meetings of the Advisory Board, indicating all actions taken, and shall be responsible for delivering written or typed copies of the minutes within 14 days after each meeting, to each of the members of the Advisory Board and the Parks Director. In the event that the Secretary is not available at any meeting, the presiding officer shall appoint a responsible person (preferably a member) to serve as Secretary of the meeting or as Acting Secretary.
The Parks Director or designee shall serve as the technical advisor to the Advisory Board, providing reasonable planning and administrative support. The Director or designee shall attend each Advisory Board meeting. The Director serves at the pleasure of and implements the duties assigned by the York County Board of Commissioners.
A. 
The York County Solicitor shall serve as solicitor for this Advisory Board, unless changed by a resolution, unanimously adopted by the Advisory Board and approved by the York County Board of Commissioners. The solicitor is not required to attend each meeting, but may do so. In the event that the Solicitor is unavailable for a meeting, an assistant County Solicitor (or an associate County Solicitor) may replace him.
B. 
The Legal Counsel shall advise as to the content of Robert's Rules of Order when questioned by the Chairman of the meeting.
