As used in this chapter, the following terms shall have the meanings
indicated:
INOPERABLE
Incapable of being legally driven or moved under its own power on
the public highways of the State of New Jersey.
MOTOR VEHICLE
Every device in, upon or by which persons or property might, if such
device were in operable condition, be transported upon a highway, excepting
devices moved by human power.
OPERABLE
Capable of being legally driven or moved upon the public highways
of the State of New Jersey.
UNLICENSED
Not currently licensed by the proper licensing authority to be driven
or moved on the public highways, or not bearing current registration plates
or tags lawfully issued by the authority for the motor vehicle involved.
This chapter shall not apply to motor vehicles or parts thereof located
inside garages or other buildings, nor to operable but unlicensed motor vehicles
displayed for sale on the premises of a licensed new or used car dealer.

Any person violating the provisions of this chapter shall be subject, upon conviction thereof, to the penalty provided for in Chapter
1, General Provisions, §
1-15.
