Notwithstanding New York State County Law § 215, upon a prior determination by the Albany County Legislature that any County real property is no longer necessary for public use by resolution adopted by a majority vote of the whole number of the County Legislature, the Albany County Executive is authorized to sell and convey all the right, title and interest of the County in real and personal property owned by Albany County. Any sale or conveyance negotiated by the County Executive is subject to the approval of the Albany County Legislature.
