Airport rules and regulations — See Ch. 315.

A. 
The definitions of terms as set forth in Article I, Title I, of the Vehicle and Traffic Law of the State of New York and the rules for stopping, standing and parking as set forth in Article 32 of the Vehicle and Traffic Law of the State of New York, are hereby made applicable to this article.
B. 
In addition, as used in this article, the following terms shall have the meanings indicated:
AIRPORT
The Albany County Airport.
DIRECTOR
The Director of the Albany County Airport or his/her duly authorized representative.
PERSON
Any individual, firm, copartnership, corporation, company, association, or trustee, receiver, assignee or other similar representative thereof.
To better accommodate airline passengers and other users of the Airport and to ensure the maximum safe operation of motor vehicles on Airport roads, the Director is hereby authorized to regulate and designate vehicle parking spaces adjacent to the Airport Terminal Building, its access roads and Airport delivery roads and turf and ramp areas. In so designating such areas, the Director shall include the following:

Provide loading and unloading zones in front of the Terminal building;[1]

B. 
Post signs to designate such parking and restricted parking areas;
C. 
Prohibit commercial or vehicles-for-hire from parking adjacent to the Terminal building and its access roads. This prohibition shall not apply to vehicles on emergency call or to those vehicles whose operators have a specific agreement with the County;
D. 
Design a system of traffic tickets to be issued by the Director or his/her duly authorized representatives to violators of restricted parking areas.
Violators to whom a ticket has been issued shall be subject to a fine of $5. Violators will be allowed to pay such fine to the office of the Albany County Treasurer or his/her duly authorized representatives within 48 hours after issuance of said ticket. Receipts for said fines shall be issued in accordance with Vehicle and Traffic Law § 1802.
The County Court of Albany County shall have exclusive jurisdiction of all parking violations committed within the boundaries of the Albany County Airport. The boundaries are shown on a map designated "Map of the Albany County Airport September, 1970, as amended" filed with the Clerk of the County Legislature.
A. 
Any person violating the Airport parking regulations and who fails to pay the fine within the time established herein shall be liable to a penalty of $50 for each violation.
B. 
All such parking violations committed within the boundaries of the Airport shall be defined as "traffic infractions," and any person convicted of said violations shall be subject to the penalty heretofore imposed or disposed of in accordance with New York State Penal Law § 60.20.
C. 
In accordance with the Code of Criminal Procedure, as amended, and the Vehicle and Traffic Law of the State of New York, as amended, upon the failure of any person to pay the fine for said parking violation, the Clerk of the County Court shall issue a warrant for the arrest of such person to be returnable before the County Court Judge on the next special term day of said Court. If the warrant is issued within seven days of a special term day, the warrant shall require the appearance of the person at the next succeeding special term day of said Court.
D. 
The Albany County Treasurer shall receive all fines and penalties and he/she shall credit same to the general fund of the County.
This article shall take effect on July 1, 1971.
