This chapter shall become effective upon passing.
In the event that any provision, section, sentence, clause or
part of this chapter shall be held to be invalid, such invalidity
shall not affect or impair any remaining provision, section, sentence,
clause, or part of this chapter, it being the intent of the Borough
that such remainder shall be and shall remain in full force and effect.
It is hereby declared that the enactment of this chapter is
necessary for the protection, benefit, and preservation of the health,
safety, and welfare of the inhabitants of the Borough.
