[Adopted as Ch. 2.108 of the 2003 Municipal Code]
The Township, having adopted the provisions of Subtitle 3 of the New Jersey Civil Service Act, Chapter 156 of the Laws of 1908, as, amended: N.J.S.A. 11:19-1 et seq.,[1] shall be governed by the provisions of that subtitle, so far as the same are applicable to municipalities.

A. 
The Township' s governing body shall adopt, by way of ordinance, an Employee Handbook ("Employee Handbook") and Personnel Policies and Procedures Manual ("Manual"), which shall set forth the applicable employment policies and procedures for all regular full-time and part-time employees. Copies of the Employee Handbook and Manual, as applicable, shall be distributed and be available at the Office of the Municipal Clerk. Following adoption by ordinance and consistent with applicable law, the Employee Handbook and Manual may be amended by resolution from time to time, unless otherwise specified.
B. 
No provision in this article, the Employee Handbook, Manual, or any Township policy or procedure is intended to circumvent any mandatorily negotiable subject of bargaining with a majority representative of an appropriate bargaining unit.[1]
