A Length of Service Awards Program (LOSAP) is herewith created in accordance with N.J.S.A. 40A:14-183 et seq., to reward members of the Beach Haven Fire Company No. 1 and the Beach Haven Volunteer First Aid Squad (inclusive of the fire companies and first aid squads recognized and sanctioned by the Borough) for their loyal, diligent, and devoted services to the residents of the Borough.
A. 
The LOSAP shall provide for fixed annual contributions to be made by the Borough annually to a tax-deferred income account for each volunteer member who the Borough determines meets the annual eligibility criteria set forth below, that such contributions shall be made in accordance with a plan that shall be established by the Borough of Beach Haven pursuant to the Act, and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this article.
B. 
The LOSAP shall provide for annual contributions for each eligible member whom the Borough had determined has performed and accrued 50 points of the required points of service in the particular calendar year pursuant to the Borough of Beach Haven's point system. The governing body of the Borough reserves the right, from time to time, to amend the required points of service, point system and schedule through a resolution duly adopted by the governing body of the Borough. The Borough's point system is set forth in Schedule A and Schedule B attached hereto.[1]

A. 
The Beach Haven Fire Department services within its response district all of Beach Haven as well as the southern portion of Long Beach Township starting at 85th Street which total 6,496 real improved properties. The coverage breakdown for the towns in the protection area would be as follows:
(1) 
Beach Haven Borough: 2,248 properties or 34.6%.
(2) 
Long Beach Township: 4,248 properties or 65.4%.
B. 
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
(1) 
Fifty points are required for a member to be eligible for an annual contribution. (See Schedule A[1]).

(2) 
Five years of service are required for vesting.
(3) 
The annual contribution shall be 34.6% of $1,936 or $669.86 per eligible member.
C. 
The Borough shall, by resolution, provide for annual adjustments in accordance with the Consumer Price Index (CPI), not to exceed the cumulative percentage increase since the time the award was set.
A. 
The Beach Haven Fire Department services within its response district all of Beach Haven as well as the southern portion of Long Beach Island from the northern border of Ship Bottom to the southern end of Holgate which total 10,143 real improved properties. The coverage breakdown for the towns in the protection area would be as follows:
(1) 
Beach Haven Borough: 2,248 properties or 22.2%.
(2) 
Long Beach Township: 6,002 properties or 59.2%.
(3) 
Ship Bottom Borough: 1,884 properties or 18.6%.
B. 
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
(1) 
Fifty points are required for a member to be eligible for an annual contribution. (See Schedule B[1]).

(2) 
Five years of vesting are required for vesting.
(3) 
The annual contribution shall be 22.2% of $1,955 or $434.01 per eligible member.
C. 
The Borough shall, by resolution, provide for annual adjustments in accordance with the Consumer Price Index (CPI), not to exceed the cumulative percentage increase since the time the award was set.
Each active volunteer member shall accrue and be credited with points, to be totaled on an annual basis per calendar year, for volunteer services provided as per the Borough of Beach Haven LOSAP point system schedules set forth herein as part of this article. The Beach Haven Fire Company No. 1 and the Beach Haven Volunteer First Aid Squad shall at the conclusion of each calendar year provide a list and recommendation as to the members achieving the required 50 points of service, as established by the Borough, and the basis for that recommendation. The governing body will thereafter make the determinations to the members on the list as to compliance with the eligibility requirement for each calendar year.
