A. 
General. Except as otherwise specified herein, all areas disturbed by construction of roads, drainage facilities and associated improvements that are not paved or occupied by structures shall be properly graded to smooth uniform slopes, covered with topsoil to a minimum depth, after settlement, of six inches and limed, fertilized, seeded and mulched.
B. 
Materials and methods. All materials and construction methods shall conform to the requirements of the State Standard Specifications for Topsoil; Fertilizing, Seeding and Mulching; and Liming.
Center islands of turnarounds, and median strips where permitted, shall be planted with low-growing shrubs and plants that will permit full vision at all points, except that a tree or trees of an approved species may be planted anywhere within five feet of the center of the island of a turnaround. An ornamental boulder or grouping of rocks or boulders may also be placed anywhere within five feet of the center of the island of a turnaround. All plantings shall be such as to eliminate any requirement for mowing, weeding or other forms of maintenance.
All areas stabilized by vegetation and all landscaped areas shall be properly maintained by the person or firm constructing the road, drainage facilities and associated improvements until permanent growth of such plantings has been firmly and effectively established.
