The words hereinafter defined shall each have the meanings hereinafter indicated for the purposes of this chapter, as follows:
PERSON
An individual, firm, partnership, corporation or association of persons.
TRAILER CAMP or TOURIST CAMP
Any place, area, lot, site or tract of land occupied or used at the present time or at any future time by two or more trailers, or available for such occupancy or use with or without charge, and shall include any building, structure, tent, camp, cottage or enclosure used or intended for use as part of or in connection with such trailer camp or tourist camp."
TRAILER, TRAILER COACH, CAMP TRAILER, CAMP CAR or HOUSE TRAILER
Any vehicle or unit used or intended for conveyance upon the public streets or highways, so designed or constructed as to permit occupancy of the vehicle or unit by one or more persons as a dwelling, business place or sleeping place or for other occupancy or use, equipped with wheels or similar devices and capable of being transported from place to place either under its own power or by attachment to a motor vehicle or through other means of transportation.
A. 
No person shall conduct or maintain, erect, operate or permit to be erected, operated or offered for public use within the Township of Pohatcong a trailer camp or tourist camp without first obtaining a license therefor from the Township Committee.[1]

B. 
Application for such license shall be presented in writing to the Township Clerk and shall set forth the following:
(1) 
Name and address of the owner of the premises.
(2) 
Name and address of the person, if different from the owner of the premises, intending to manage and operate the trailer camp or tourist camp.
(3) 
A description of the premises to be used.
(4) 
An agreement signed by the person intending to manage and operate the trailer camp or tourist camp and the owner of the premises, agreeing to comply with all of the provisions and regulations now or hereafter promulgated by any branch of the township government and the laws and regulations of the State of New Jersey.
(5) 
Statement of the sewage disposal, water and toilet facilities to be provided.
(6) 
The maximum number of trailers to be accommodated.
(7) 
Provisions made for the disposal of trash, garbage and other waste materials.
(8) 
A statement from the Health Officer of the township that all facilities required by the ordinances and regulations of the Board of Health of the township have been provided.
C. 
Each application for a license shall be accompanied by a map or plan, drawn to scale, of the land and premises to be used for a trailer camp or tourist camp, which shall set forth the proposed trailer sites and roadways and a diagram of the sewage disposal facilities and fresh water supply.
D. 
Each application for a license shall be accompanied by an inspection fee of $15, which shall be paid into the treasury of the township as revenue.
E. 
Upon receipt of each application for a license, in proper form, the Township Clerk shall refer the same to the Health Officer and the Fire Chief. Each such officer shall forthwith review the application and view the proposed site and either approve or disapprove the application, setting forth in writing his reasons therefor. The application shall then be referred to the Township Committee[2] of the Township of Pohatcong for final determination as to whether the application shall be granted or refused.

The provisions of this chapter shall be applicable to every trailer camp or tourist camp in the township and to any person maintaining, operating, conducting or permitting any such trailer camp or tourist camp, and shall be applicable to any person living or sleeping in any such trailer camp or tourist camp as well as the owner of the premises and other persons violating or contributing to the violation of any of the provisions of this chapter.
Every trailer camp or tourist camp shall be laid out, maintained and arranged so that there are established lots for the parking of each trailer, and to provide unoccupied space of not less than 10 feet by 10 feet for each trailer. This unoccupied area shall be in addition to the area directly underneath any portion of any trailer, and if automobiles or other motor vehicles are permitted to park alongside any trailer, this unoccupied area shall be in addition to the area directly underneath any portion of the trailer and automobile or other motor vehicle.
Trailers shall be arranged in rows abutting or facing on a driveway or roadway of clear, unoccupied space of not less than 20 feet in width, leaving and providing unobstructed access to a public street or roadway connecting with a public street.
Dogs shall not be permitted to run at large in any trailer camp or tourist camp at any time.
It shall be unlawful for any person owning, operating or using any such trailer camp, tourist camp, trailer or unit to remove or cause to be removed the wheels or similar transportation devices from any trailer or unit, or otherwise permanently affix it to the ground in such a manner as would prevent the ready removal of such trailer or unit, without having first obtained a permit so to do from the Township Clerk of Pohatcong Township.
There shall be charged and collected for a license for a trailer camp or tourist camp an annual fee of $200 and the sum of $1 per calendar week or part thereof per trailer. Such license shall be issued on condition that the licensee comply with all reasonable rules and regulations adopted by the Board of Health of the Township of Pohatcong and all ordinances thereof. Such license shall expire on December 31 of the year in which issued, and the license fee and charge per trailer are hereby expressly declared to be imposed for revenue, the annual base amount of $200 being payable in advance. The license first obtained shall be for the balance of the year in which issued and shall terminate on December 31 of the year in which issued, and, upon proper application therefor, may be renewed thereafter in the discretion of the Township Committee[1] on January 1 following, provided that all the terms and conditions of all rules and regulations, laws and ordinances have been complied with. No such license shall be transferable without the permission of the Township Committee.

Each licensee shall maintain a camp registry and each week submit three copies of the same, so far as it pertains to the preceding week, setting forth the license number of the trailer, the serial, type and license number of each automobile, the date of arrival, whether still at the camp, and if not, the date of departure, and the name, age and last permanent address of the owner of each trailer and automobile and of each occupant thereof. The three copies thereof shall be delivered, one each, to the Township Clerk, the Chief of the Township Police Department and the Township Tax Collector, together with payment to the Tax Collector of any and all sums which may be due to the township as herein provided.
Any license granted hereunder shall be subject to revocation or suspension by the Township Committee[1] in the following manner: A notice shall be served on the person holding such license, specifying wherein he has failed to comply with the rules, regulations, laws and ordinances of the township, and requiring such licensee to appear before the Township Committee at the time and place therein specified, not less than five days after the service of such notice, requiring such licensee to show cause at such time and place why the license should not be revoked or suspended. At the time and place mentioned in the notice, the licensee shall have the right to appear in person or by counsel and introduce such evidence as he may desire, and the Township Committee shall confront such licensee with the charges against him and produce proof thereof, subject to cross-examination, and after the hearing the Township Committee may, in its discretion, dismiss the charges or revoke or suspend the license.

A. 
It shall be unlawful to park any trailer upon any public street in the Township of Pohatcong except for the time customarily needed for shopping or to make any necessary calls for business or other proper purposes.
B. 
It shall be unlawful to park any trailer in any public street or thoroughfare in a place at which such parking would cause congestion or impede the normal flow of traffic or public use of the thoroughfare.[1]

C. 
It shall be unlawful to make use of any of the toilet facilities in any trailer while on any street within the limits of the Township of Pohatcong in the County of Warren, and each such trailer, while on any street within the limits of the Township of Pohatcong, shall have its toilet facilities, lavatories, basins and any other conveniences from which any liquids or excreta may flow completely sealed.
It shall be unlawful to park, keep, house or maintain any trailer in or upon any street or in or upon any site, place or location in the Township of Pohatcong in the County of Warren unless in a licensed trailer or tourist camp, except that parking for a brief time for shopping and other appropriate purposes may be permitted pursuant to the provisions of § 258-11A of this chapter, and except also that this chapter shall not affect or prohibit the keeping or storage of any trailer on the home premises of the owner, provided that such trailer is not used for living or sleeping purposes for compensation or profit.
Each and every person who owns, leases, operates, maintains or offers to the public the use of any trailer camp or tourist camp shall comply with the following regulations:
A. 
All toilets, baths, showers or other appurtenances shall be maintained in a clean and sanitary condition and in a good state of repair.
B. 
Every such camp shall be established and located upon a well-drained area, and the premises shall be properly graded so as to prevent the accumulation of storm or casual waters.
C. 
An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of each trailer or unit.[1] Such water shall be supplied either by direct connection to each trailer or unit or from faucets conveniently located in and about the camp. No dipping vessels or common cups shall be permitted, and the system of supply shall be so designed and installed that no drippings or spillage shall be permitted to run over and collect on the ground.

D. 
Every such camp shall be provided with at least one water closet for each sex, one distinctly marked "For Women" and one distinctly marked "For Men," and there shall be provided an additional water closet for each sex for every 10 or fractional part thereof in excess of 10 males, and for every 10 or fractional part thereof in excess of 10 females, living at any time in the camp.
E. 
There shall be provided in every such camp an adequate number of garbage receptacles with close-fitting metal covers for refuse, ashes and rubbish, in such numbers as shall be determined necessary by the Board of Health or its representative, and such garbage receptacles shall at all times be maintained in a clean and sanitary condition.
F. 
There shall be provided in every such camp one or more slop sinks properly connected with a septic tank, cesspool or other suitable disposal means.
G. 
No waste water or materials from sinks, baths, showers, toilets or other plumbing fixtures shall be deposited or permitted to flow upon the surface of the ground or into any pipe or conduit which leads directly into a stream; and all fixtures when in use shall be connected with a septic tank, cesspool or other suitable disposal means, or, in the alternative, the drainage therefrom must be disposed of in a manner satisfactory to the Board of Health.
H. 
Every such camp shall be provided with means of lighting the same at night, and all water closets, bathing units and similar facilities shall be provided with sufficient lighting, and the same shall be kept lighted during the hours of darkness.
I. 
All rules and regulations hereafter promulgated by the Board of Health, which additional rules and regulations may be passed by resolution of the Board of Health, shall be complied with by such camp.
Any person who shall violate any of the terms or provisions of this chapter shall, upon conviction thereof, be subject to imprisonment for a term not exceeding 90 days or to a fine not exceeding $500, or both. Each day that a violation of any of the terms or provisions of this chapter shall continue shall constitute a separate offense.
