A Board of Health for the Borough is hereby established. The Board shall
consist of five members who shall be residents of the Borough and appointed
by the Mayor and confirmed by the Borough Council.
All appointments shall be for a term of three years from January 1 of
the year in which the appointment is made, except in cases of vacancies. Vacancies
shall be filled for the unexpired term only. All appointments required to
be made under this section shall be by the Mayor and with the advice and consent
of the Council.

The Board of Health shall meet and organize as provided by law and shall
appoint, annually, on the day of its organization, a place, day and hour for
the regular quarterly meeting of the Board for the hearing of complaints,
reports and general business, and shall cause to be published in the official
newspaper of the Borough of Hamburg notice of the same. At least one regular
meeting shall be held each quarter with special meetings to be called at any
time by the President of the Board. The Board of Health shall assume all of
the duties and shall have and exercise all of the powers conferred upon local
boards of health according to N.J.S.A. 26:3-1 et seq.
The Board of Health shall adopt rules, regulations or ordinances for
its own government and that of its officers and employees not inconsistent
with law or the State Sanitary Code.
The Board of Health shall be required to elect a President and Secretary
from within its membership, which election shall take place at the initial
organization meeting of the Board and thereafter annually at its organization
meeting.
