No person shall display any bills, posters or other advertising material on trees, poles, walls or posts in streets or highways in the Borough or on trees, poles or posts immediately adjacent to such streets or highways without first having obtained from the Mayor or Chief of Police of the Borough a license for each event so advertised.

The Chief of Police or Mayor shall issue a license to any person applying therefor upon the receipt of the following:
A. 
A properly completed application for such license on forms provided therefor.
B. 
A deposit of $5.

The deposit shall be retained by the Chief of Police or Mayor for the use of the Borough unless, within three days after the event for which the license was issued, all such bills, posters and other advertising material displayed pursuant to such license shall be removed and properly disposed of by the person to whom the license was issued.
No license issued pursuant to this article shall be effective for more than one event, and such license shall be effective for a period of 10 days immediately prior to the event advertised.
A license shall entitle the licensee to display no more than 15 signs, placards or posters and no more than four banners for any one event in locations covered by this article.

The Chief of Police and Mayor shall be responsible for the supervision and enforcement of this article and shall have the discretionary power of refusing to issue a license to any person who shall have violated this article on two occasions.
Violations of the provisions of this chapter shall be punished as provided in Chapter 1, General Provisions, Article III.
