Any applicant who requests the issuance, reissuance or renewal of any
license or permit issued by, or requiring the approval of, the Mayor and Council,
or of any agency or department of the borough which issues permits, shall
be required to pay any delinquent property taxes or assessment, if he/she
is the owner of the property that is the subject of the license or on which
a licensed activity or business is or will be conducted.
Any license or permit issued by the Mayor and Council or any agency,
official or department thereof, may be revoked by the Mayor and Council, when
any licensee or permittee who is the owner of the property affected by the
license upon which the licensed or permitted activity is conducted, shall
have failed to pay the taxes due on the property for at least three quarters
of the year. The Mayor and Council, or any agency, official or department
thereof, shall notify the holder of any such license or permit that the Mayor
and Council are about to take such action. The holder of any such license
or permit shall be entitled to request a hearing before the Mayor and Council
on this issue prior to the Mayor and Council revoking that holder's license
or permit. Upon proof of payment of all delinquent taxes, any such revoked
license or permit shall be restored by resolution of the Mayor and Council.
The provisions of this article shall not apply to any license or permit
issued pursuant to the Alcoholic Beverage Control Act.
