The owner in actual possession or tenants occupying premises and lands abutting or bordering upon paved surfaces constructed of cement, brick, asphalt, stone or other hard macadamized surface material herein designated as sidewalks along the public streets, avenues and highways of the borough shall remove or cause to be removed from the sidewalk in front of or bordering on their lands all snow and ice for a width of at least two feet along the sidewalks and shall cause all snow and ice to be removed from such sidewalks for openings from said sidewalks to the public streets, within 24 hours after same shall have formed or have fallen thereon.
No person shall throw or place any snow or ice on the center or middle of any street or public highway, within the borough after the aforesaid streets and public highways have been plowed and cleaned of snow and ice.
Violations of the provisions of this article shall be punished as provided in Chapter 1, General Provisions, Article III.
