There is hereby created the position of Chief Financial Officer of the Township of Hanover, who shall also be the Tax Collector and the Treasurer.
The Chief Financial Officer of the Township shall be appointed by the Township Committee for a period of three years.
The responsibilities of the Chief Financial Officer shall be as set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.) and shall also perform all the duties of the Treasurer, Tax Collector, Tax Search Officer and Treasurer of the Hanover Sewerage Authority as well as hold the title for those positions.
The qualifications for the position of Chief Financial Officer shall be those as established by Section 2 of P.L. 1988, c. 110, and after January 1, 1991, no person shall be appointed or reappointed as a Chief Financial Officer unless he or she holds a Municipal Finance Officer Certificate issued pursuant to the provisions of P.L. 1971, c. 413 (N.J.S.A. 40A:9-140.1 et seq.) or P.L. 1988, c. 110.
Any person who has served in the position of Chief Financial Officer of the Township for a period of not less than five consecutive years and who is a holder of a Municipal Finance Officer Certificate issued in accordance with P.L. 1971, c. 413 (N.J.S.A. 40A:9-140.1 et seq.) shall be granted tenure of office upon filing with the Clerk of the municipality and with the Division of Local Government Services in the Department of Community Affairs a notification evidencing his compliance with this section. Thereafter, the person shall continue to hold office during good behavior and efficiency, and shall not be removed therefrom, except for just cause and then only after a public hearing upon a written complaint setting forth the charge or charges against him pursuant to Section 3 of P.L. 1977, c. 39 (N.J.S.A. 40A:9-140.1 et seq.) or upon expiration or revocation of certification by the Director of the Division of Local Government Services pursuant to Section 5 of the P.L. 1971, c. 413 (N.J.S.A. 40A:9-140.5).
Compensation for the position of Chief Financial Officer shall be established and the salary established annually in the Township's Salary Ordinance[1] and said salary will be a single salary but inclusive of the single position of Chief Financial Officer, Treasurer, Tax Collector, Tax Search Officer and Treasurer of the Hanover Sewerage Authority.
