The Mayor shall initially designate one of the
members as Chairperson, and the Committee shall select a Secretary.
Thereafter, in subsequent years, the Committee shall annually select
a Chairperson and Secretary. The Chairperson, as designated by the
Mayor, shall call the initial meeting of the Committee within the
first 20 days of January, and thereafter, the Committee shall establish
its meeting schedule which shall be duly published by the Township
Clerk.

The purpose of the Open Space, Parkland and
Facilities Preservation Trust Fund Advisory Committee is to make recommendations
to the Township Committee as to the lands to be acquired for open
space; to prioritize acquisitions; to recommend facility improvements;
and to parkland and such other duties as shall be assigned by the
Township Committee.
There is hereby established, for the year 2000
and subsequent years, a $0.02 per $100 valuation tax, which shall be dedicated specifically for the acquisition
of property for open space and recreational purposes.
The funds derived from this dedicated tax shall
be maintained in a separate account and shall only be utilized for
the acquisition of land for recreational and open space purposes and
costs related to the acquisition of same and the maintenance and improvement
to the Township's parkland and related facilities.
The $0.02 dedicated tax established by §
50-4 herein shall be shown as a separate line item on each property owner's tax bill and not as part of the municipal tax rate, in that it is to be a dedicated tax for the purpose set forth above.

Any property or easement purchased by the Township
of Hanover shall not be sold or conveyed unless or until authorized
by binding public referendum.
After five years, the Township shall review
the need for raising additional monies for the fund and recommend
its continuation or termination.
