A. 
Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein, except the Township's definition of "street," as set forth in Subsection B.
B. 
The term "street," for the purpose of the enforcement of this chapter, shall include the entire right-of-way width of the street and not be limited to the portion of the street improved.
All former traffic ordinances of the Township of Hanover are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter.

Unless another penalty is expressly provided by New Jersey statute, any person, firm, corporation or partnership who willfully violates any of the provisions of this chapter shall, upon conviction, be subject to a fine of not less than $50 nor more than $1,000 or to imprisonment for a term not exceeding 90 days, or both. Each and every violation of this chapter, or each and every day that any violation shall be permitted to continue shall be construed as a separate and distinct violation hereof.
