There is hereby established a numbering system for buildings in the
Township in accordance with the maps so numbered and on file in the office
of the Township Clerk.
It is hereby declared unlawful to use any new number on any building
unless it is a number designated for use on maps for that particular location
of any building.
Any person now the owner of any interest in a building or who may hereafter
acquire any such interest is hereby charged with the obligation to change
any number or numbers now in use on any such building if inconsistent with
the numbering system hereby established as contained on such maps. Such obligation
shall continue as long as such ownership interest continues to exist; and
it is hereby declared unlawful to use any number inconsistent with the system
and maps if such use is continued for a period of 60 days following the notification
as hereafter described.
It shall be the duty of the property owner to know on which lot the
subject building to be numbered is located and he shall use the appropriate
number thereof. In case of conflict as to the proper number to be assigned
to any building, the Township Tax Assessor shall determine the number of such
building and this decision shall be final. The mailed notice shall include
an acknowledgement card to be returned to the Tax Assessor's office by the
owner as his acknowledgment and notice of compliance with this section.
Whenever any house, building or structure shall be erected or located
in this Township after the establishment of the numbering system in accordance
with the maps described in order to preserve the continuity and uniformity
of numbers of the houses, buildings and structures, it shall be the duty of
the owner to procure the correct number as designated from the office of the
Township Tax Assessor for the property and to immediately fasten the number
so assigned upon the buildings as provided by this section. No building permit
shall be issued for any house, building or structure until the owner has procured
from the office of the Township Tax Assessor the official number of the house,
building or structure. Final approval of any structure erected, repaired,
altered or modified after June 1, 1987, shall be withheld by the Construction
Official until permanent and proper numbers have been affixed to such structure.
The numbering of buildings on future streets shall begin at the base
line or origin and allowance made for future extension. These numbers shall
be assigned on the basis of one numeral notation per 150 feet of street frontage,
the entrance of the building or appropriate building center shall assume the
corresponding number closest to the numbered station for the whole building.
In general, the following basic rules shall apply:
A. For all streets that interest United States Highway Route
46, those streets running North of Route 46 shall be assigned even numbers
on the easterly side of the street and odd numbers on the westerly side of
the street. Those streets running South of Route 46 shall be assigned even
numbers on the westerly side of the street and odd numbers on the easterly
side of the street. For all streets that do not intersect United States Highway
Route 46, numbering shall start from the closest point by traveled road to
Route 46 and from that point, even numbers shall be assigned to the left-hand
side from that beginning point, and odd numbers to the right-hand side of
the street.
B. For all streets running in a westerly or easterly direction,
even numbers shall be assigned to the north side of the street and odd numbers
to the south side.
C. The number 13 shall not be used. After issuance of a
number, that number shall be used hereafter for the building on that location
and no other number shall apply.
The numbers shall be a minimum of three inches in height, clearly visible
from the street, and located below the outside light or more prominent place,
if any. House numbers shall be procured and affixed at the homeowner's expense.
The Committee at any time may by resolution change, rename or name any
street within the limits of the Township.
The penalty for an owner or occupant of any building who fails to comply
with the provisions of this chapter within three months after notice of the
number assigned to the building, upon conviction thereof, shall be a minimum
fine of $100 and a maximum penalty of one or more of the following: a fine
not exceeding $2,000, imprisonment not exceeding 90 days or a period of community
service not exceeding 90 days. Except as otherwise provided, each and every
day in which a violation of any provision of this chapter (article) exists
shall constitute a separate violation.
The enforcing agency shall be the Tax Assessor.
