There is hereby established a Natural Lands Trust Advisory Committee
which shall consist of nine members and two alternate members.
A. The Natural Lands Trust Advisory Committee shall consist
of the Mayor of Little Egg Harbor Township, one additional member of the Township
Committee of Little Egg Harbor Township selected by the Township Committee,
Assistant Township Administrator, Chairperson of the Environmental Commission,
and Chairperson of the Planning Board. The Natural Lands Trust Advisory Committee
shall also be comprised of four at-large members. Two of the four at-large
members shall be residents of the Township of Little Egg Harbor. The two remaining
at-large members may be nonresidents, provided that these members have considerable
educations, backgrounds and experience in the areas of natural lands protection,
land conservation, environmental protection, forest management, ecological
or biological study, wildlife preservation, or similar areas of substantive
knowledge and experience. No at-large member shall be an employee of the Township
of Little Egg Harbor.
B. There shall be two alternate members of the Natural Lands
Trust Advisory Committee who shall be designated as Alternate No. 1 and Alternate
No. 2. The alternate members shall be permitted to participate at meetings
of the Advisory Committee but shall not vote unless a regular member or members
are absent, in which case an alternate member in numerical order shall be
permitted to vote in the absence of a regular member or members.
C. The terms of all members of the Natural Lands Trust Advisory
Committee shall be for a term of one year commencing on January 1 of the year
of the appointment and ending on December 31 of the year of the appointment.
D. A vacancy occurring otherwise than by expiration of the term
shall be filled for the unexpired term only.
E. The four at-large members and two alternate members of the Natural
Lands Trust Advisory Committee shall be appointed by the Township Committee.
The members of the Natural Lands Trust Advisory Committee shall serve
without compensation.
A. The Natural Lands Trust Advisory Committee shall be responsible
for the evaluation of properties to be acquired and developed for open space
and conservation purposes, pursuant to the establishment of the annual levy
for this purpose under N.J.S.A. 40:12-15.7. The Advisory Committee shall make
recommendations to the governing body concerning acquisition of lands for
open space and conservation purposes, development of lands acquired for open
space and conservation purposes, and maintenance of lands acquired for open
space conservation purposes.
B. Nothing contained in this section shall authorize the
Advisory Committee to enter into any contract or agreement or to expend, obligate
or otherwise encumber finds of the Township of Little Egg Harbor for any of
the purposes set forth in this section, and the powers of the Advisory Committee
shall be limited to the making of recommendations and providing reports as
needed or appropriate to the governing body in accordance with this section.
C. The Township Administrator shall be an ex officio member
of the Advisory Committee and shall have the right to attend and participate
at all meetings of the Advisory Committee but shall not have a vote on the
Advisory Committee.
D. The Mayor of the Township of Little Egg Harbor Township
shall serve as the Chairperson of the Natural Lands Trust Advisory Committee.
The members of the Advisory Committee shall select one of the remaining regular
members of the Advisory Committee to serve as the Vice Chairperson of the
Advisory Committee.
