The rules, regulations and standards set forth in this chapter shall be considered the minimum requirements for the protection of the public health, safety and welfare of the citizens of Long Beach Township. Any action taken by the Board of Commissioners and the Planning Board under the terms of this chapter shall give primary consideration to the above-mentioned matters and to the welfare of the entire township.
A. 
If, before final approval has been obtained, any person transfers or sells as owner or agent, any land which forms part of a subdivision on which, by ordinance, the Planning Board is required to act, that person shall be deemed to be in violation of this chapter and upon conviction shall be subject to penalty as provided by Chapter 1, General Provisions, Article III, General Penalty. Each parcel, plot or lot so disposed of shall be deemed a separate violation, and each day that a violation is permitted to exist shall constitute a separate offense.

B. 
In addition to any other penalty for the violation of this chapter, the township may institute and maintain a civil action for injunctive and other relief as is provided for by the laws of the State of New Jersey.
