There shall be a Department of Public Works
and Community Affairs, the head of which shall be the Director of
Public Works and Community Affairs and in which there shall be a Division
of Streets, Sanitation and Properties, a Division of Community Affairs
and a Division of Inspections.
The Director of Public Works and Community Affairs
shall be appointed by the Manager and shall receive such compensation
as shall be fixed from time to time by a general salary ordinance.
He shall be qualified by training and experience for the duties of
his office. He shall be subject to the direction and supervision of
the Manager and shall be responsible for the proper and efficient
conduct of all public works functions of the township government and
shall supervise and direct the work of the Department.
The head of the Division of Streets, Sanitation
and Properties, which shall be a Superintendent, shall be responsible
to:
A. Maintain, repair, construct and reconstruct public
roads and streets of the township.
B. Maintain, repair and provide public works services
to the playgrounds of the township and trim, plant and care for shade
trees, public parks and greens.
C. Maintain township streets and roads in a clean and
safe condition for passage, free of obstructions and hazards, and
remove snow and ice therefrom as required.
D. Operate and maintain township services for the collection
and disposal of domestic garbage, trash and other wastes.
E. Receive applications for and issue permits as provided
by ordinance.
F. Provide technical and mechanical services required
by any department or contracting governmental agency of the township,
subject to the direction of the Manager.
G. Operate, maintain and repair public parking areas
and facilities.
H. Maintain and repair township buildings and properties
and provide custodial and janitorial services therefor, including
real estate acquired by tax foreclosure or otherwise.
I. Provide for the care, storage, use and disposition
of motor vehicles and motorized equipment of the township, except
as the Manager shall otherwise direct.
J. Supervise the operations of the township stormwater
drainage system.
The Division of Community Affairs shall be under
the supervision of the Township Engineer as directed by the Manager
and shall have the duties contained herein.
A. Township Engineer. There shall be a Township Engineer,
who shall be appointed by the Manager for a term of one year and shall
be under a contract for services to be performed with the township.
In lieu of appointing an individual, the Manager may appoint a firm
of engineers. The member of said firm acting as Township Engineer
shall be a licensed civil engineer of the State of New Jersey. The
Township Engineer shall receive such compensation as may be agreed
upon and determined by the Council. He shall perform such duties as
are prescribed by general law and ordinance and, in addition, shall:
(1) Prepare or cause to be prepared plans, designs and
specifications for public works and improvements undertaken by the
township either on force account or by public contract.
(2) Provide and maintain surveys, maps, plans, specifications
and control records with respect to public works and facilities owned
or operated by the township.
(3) Provide technical and engineering advice and assistance
to other township departments as needed.
(4) Maintain all papers, documents, memoranda, reports
and other materials relating to the administration of engineering
duties of the Township Engineer within the property of the township.
Upon the termination of his services with the township, the Township
Engineer shall forthwith surrender to the township all such property.
(5) Provide services to the Tax Assessor to update the
Tax Map on a current basis.
(6) Attend all Council meetings and Planning Board meetings
as requested by the Manager.
(7) Supervise the operation and office of Road Inspector.
(8) Provide planning and general inspection advice as
directed by the Manager to other departments.
